A federal judge on Monday blocked the enforcement of three of President Donald Trump’s executive orders that would have threatened to defund nonprofit organizations providing health care and services for LGBTQ people and those living with HIV.

The group of attorneys general said the directive “usurps the States’ constitutional power and seeks to amend election law by fiat.”
