The bill will need Democratic support in the Senate to overcome a filibuster. Earlier on Thursday, Democrats blocked a DHS funding measure, with Sen. John Fetterman, Pa., being the only Democrat to support it.

The House plans to vote on restoring funding to the Department of Homeland Security, which is in the third week of a shutdown.

“Less than half of the Americans who work for the cybersecurity and infrastructure security agency are on the job,” Senator John Thune of South Dakota, the majority leader, said.
