GOP Rep. Don Bacon supports a Democrat-led constitutional amendment to create congressional oversight of presidential pardons following President Trump’s recent NFL pardons.

President Donald Trump's grants of clemency during his five years in office, Gov. Gavin Newsom said, are costing the U.S. and its residents nearly $2 billion in court-ordered repayments.

Former staffers say presidential clemency is “abominable” now that it’s run by Trump’s friends and some “very cagey” lobbyists.

Trump asserted in 2018 that he had the “absolute right” to pardon himself, citing “numerous legal scholars,” none of whom he named. When reached for comment, the White House responded with a boilerplate statement about the Daily Beast along with a dig at former President Joe Biden.
