If you pay then you pay what the Ebay calculator says to with no refunds. If you wait for invoice then you will pay the correct amount . Meaning when you pay for something you agree to that amount. Seller is not obligated to refund anything. When we have to refund anything we have to call in to get credits for that and they tell us only a couple a month and or we are not obliged to refund anything bc once you hit pay you already agreed to that amount . Best offer on a starting bid means greater than. Best offer on a buy it now item means less than. If you offer less than a starting bid it will be declined
